Susan Gibbs, Director of Communications for the Archdiocese of Washington, has provided the following information. Thanks Susan!
Cardinal Gibbons was the Archbishop of Baltimore. The Archdiocese of Baltimore during his time included Washington, DC. Washington, DC was made a separate archdiocese in 1939 and the archdiocese was expanded in 1948 to include five Maryland counties. The shields on the memorial reflect the Archdiocese of Baltimore. An easy way to tell from that time is the Baltimore coat of arms includes the Calvert cross. DC’s, until 2002, was divided into quadrants using linked chains.

6'h seated figure in curule chair, R hand lifted as if to perform benison.
Sits on pink granite base. Bas-relief shield on E side represents Archdiocese of Baltimore
& Gibbons' family coat of arms over pontifical style hat.
Located at 16th St/Park Rd/Pine St in oval, brick paved plaza. Faces S. South Inscription:
James/ Cardinal/ Gibbons
MDCCCXXIV - MCMXXI North Inscription:
Erected by/ the Knights/ of Columbus/ MCMXXXII
