Susan Gibbs, Director of Communications for the Archdiocese of Washington, has provided the following information. Thanks Susan!

Cardinal Gibbons was the Archbishop of Baltimore. The Archdiocese of Baltimore during his time included Washington, DC. Washington, DC was made a separate archdiocese in 1939 and the archdiocese was expanded in 1948 to include five Maryland counties. The shields on the memorial reflect the Archdiocese of Baltimore. An easy way to tell from that time is the Baltimore coat of arms includes the Calvert cross. DCís, until 2002, was divided into quadrants using linked chains.
