Samuel Taliaferro Rayburn (January 6, 1882 – November 16, 1961) was a Democratic politician from Bonham, Texas. "Mr. Sam", as he was widely known, served as the Speaker of the United States House of Representatives for 17 years, and is regarded by some historians as the most effective Speaker in history. The Rayburn House Office Building (RHOB) is a congressional office building for the U.S. House of Representatives in the Capitol Hill neighborhood of Washington, D.C., between South Capitol Street and First Street. Rayburn is named after former Speaker of the House Sam Rayburn. It was completed in 1965 and at 2.375 million square feet (220,644 m²) is the largest congressional office building and the newest House office building (the only newer congressional office building is the Hart Senate Office Building, completed in 1982.) The male 'Majesty of the Law' holds a book of federal laws with the U.S. seal on the cover & a sword representing valor. The image as a whole represents the authority & dignity of the law & the importance of respecting it. The female 'Spirit of Justice' holds a lamp representing truth & righteousness. Her hand rests gently on the shoulder of a small boy symbolizing justice moderated by love. The Rayburn House Office Building is named for Sam Rayburn of Texas who served as the Speaker of the House from 1940 to 1961.
